States Leading the Government Efficiency Effort

“But at the end of the day, efficient government means that government meets the needs of its constituents with the least amount of burden, both for the constituents and for the government workers that are delivering these services,” explains Lynn Overmann, executive director of Georgetown University’s Beeck Center for Social Impact and Innovation. Overmann, in an interview with Route Fifty on July 13, lists states making strides with efficiency; she points to Maryland, New Jersey, Pennsylvania and Colorado. She cites Maryland for their efforts to create “well crafted” procurements to obtain technology.

GovRAMP State Adoption: July Updates

GovRAMP featured a roundup of states that use GovRAMP in their recent GovRAMP Framework Harmonization Working Group meeting on July 10. The update called out Nevada’s new requirements, effective July 1, and Arizona’s renewal requirements, also effective July 1. The organization also lists the states that leverage GovRAMP in their state roundup: States Across the U.S Highlight GovRAMP to Strengthen Cybersecurity and Vendor Risk Management. In the meeting, GovRAMP reiterated their focus on harmonization; GovRAMP aims to help state and local governments align requirements, reduce duplication and support an “assess once, serve many” model for providers. The meeting featured Leah McGrath, the executive director of GovRamp and David Resler, GovRAMP’s COO and CTO. McGrath said, “framework harmonization for us is about working across state governments, local governments as well as with some of those federal requirements out there.”

How Pennsylvania Agencies Use AI to Transform Services

A new Government Technology paper reveals the key modernization strategies for Pennsylvania agencies, including their use of artificial intelligence. PA’s Modernization Journey lists demonstrating value through an iterative roadmap as one of eight strategies; the report suggests breaking modernization down into projects with measurable results versus a single large project. “The roadmap should be a living document that can be adjusted as these factors change,” explains Center for Digital Government Senior Fellow Alan Shark, associate professor for the Schar School of Policy and Government at George Mason University. The report pairs Pennsylvania examples with the modernization strategies. The modernization strategies for Pennsylvania agencies featured in the report include:

  • Focus Resources on High-Impact Outcomes.
  • Align Technology with Business Priorities.
  • Demonstrate Value Through an Iterative Roadmap.
  • Capitalize on AI Interest.
  • Update Legacy Systems with Cloud and AI.
  • Build on Platform Foundations.
  • Bridge Skills Gaps Through Academic Partnerships.
  • Maintain a Long-Term Vision.
