GL Solutions is an employee-owned corporation that delivers customized software solutions for government agencies, helping them modernize, digitize, and automate their regulatory software systems and increase their capacity to serve the public.

Our History

GL Suite, Inc., was founded by two administrators with the Oregon Department of Justice’s Charitable Activities Section who were dissatisfied with the regulatory software system built by the department’s IT professionals.

While still employed by the DOJ, Bill Moseley and Eric Staley developed a digital licensing system for their section that tracked applications and renewals, managed workflow, and even sent out escalating notices for deficiencies and delinquencies. The software system delivered impressive results: within the first year, the section caught up on a significant backlog of renewals and collected almost $500,000 in fees officials didn’t even know the department was owed.

With a fresh vision for how their software approach could transform regulatory agencies nationwide, Moseley and Staley left the DOJ in the late 1990s to develop enterprise software designed to serve regulatory professionals with similar needs.

In the nearly 25 years since, GL Solutions has continued to innovate and evolve its regulatory software and related services. Today, GL Suite is transforming and digitizing operations for scores of agencies and departments nationwide, including:
