GL Suite, Inc., was founded by two administrators with the Oregon Department of Justice’s Charitable Activities Section who were dissatisfied with the regulatory agency software system built by the department’s IT professionals.
While still employed by the DOJ, Bill Moseley and Eric Staley developed a digital licensing system for their section that tracked applications and renewals, managed workflow, and even sent out escalating notices for deficiencies and delinquencies. The software system delivered impressive results: within the first year, the section caught up on a significant backlog of renewals and collected almost $500,000 in fees officials didn’t even know the department was owed.
With a fresh vision for how their software approach could transform regulatory agencies nationwide, Moseley and Staley left the DOJ in the late 1990s to develop enterprise software designed to serve regulatory agency professionals with similar needs.
