Oregon Ranked “Most Burdensome” in Occupational Licensing Index
Oregon ranks first among the states as the “most burdensome” for occupational licensing, according to research released August 21. The 2025 State Occupational Licensing Index from the Archbridge Institute ranks states based on their occupational licensing burden. Oregon’s total barriers at 182 and licenses at 148 rank highest in the United States. The researchers explain that a “barrier exists when the tasks associated with an occupational title are restricted by an occupational license to perform those tasks.”
