Legislative Trends Impacting Occupational Licensure in 2024

From universal licensing to licensure compacts to modernization mandates, the Council on Licensure Enforcement and Regulation highlights the legislative trends in regulation for 2024. Regulation Matters: a CLEAR conversation interviews a panel of regulatory leaders, including John Bremer from the Federation of State Medical Boards and Nicole Livanos from the National Council of State Boards of Nursing. The Legislative Rundown – What’s Happening in 2024 also focuses on newer trends, like artificial intelligence.

Occupational Licensing Requirements Database by State

West Virginia University researchers unveiled a new occupational licensing database that includes state regulations on 50 jobs for all states plus the District of Columbia, according to WVU Today on March 4. After selecting the occupation and the state, the database reveals the regulatory requirements, such as degree requirements and licensing fees. Connor Norris, a contributor to the research, and member of the Knee Regulatory Research Center, said “we have stronger evidence that licensing reduces the supply of professionals than that it ensures quality.”

Creating a Data Literacy Program for State Regulatory Employees

The National Association for State Chief Information Officers put together a document for states that offers recommendations for creating a state government data literacy program. According to NASCIO, a 2023 State CIO survey revealed that “only 16 percent of state chief information officers (CIOs) report that they have a formal data literacy/proficiency program for state employees with 84 percent answering no.” Data Literacy Within State Government: Building a Knowledgeable Workforce That Knows How to Use Data for Better Decisions lists ideas used by other successful states. Recommendations include partnering with community colleges to provide training, along with publishing a data literacy policy.
