According to the Council on Licensure, Enforcement and Regulation (CLEAR) on their Regulation Matters podcast, “It’s important to think about it like a tool to relax legal and regulatory requirements to create a bit of safe space for experimenting.” CLEAR asked Micah Matthews, Deputy Executive Director of the Washington Medical Commission for examples. Matthews shared that during the pandemic his agency recommended that the governor waive the practice agreements for physician assistants during the pandemic; for 28 months that decision severed the normal ties between the physician and physician assistants—creating a “perfect study time.” He shared the results of that study on the podcast.
The Iowa House approved legislation that establishes a first ever licensing process for Iowa midwives on March 21. The bill, House File 265, creates a regulatory board to certify midwives, ensuring they finish educational courses before practicing; the bill includes exemptions for those midwives in Native American, Mennonite and Amish communities, as well as other religious communities with “traditional” midwifery practices, according to the Iowa Capital Dispatch.
A coalition of some of New York’s medical marijuana companies sued New York’s Cannabis Control Board and Office of Cannabis Management on March 16 in an attempt to open up licensing to all retail dispensary applicants, according to WGRZ. The lawsuit says state cannabis regulators overstepped their authority because they “opened the initial application pool in August only to people with past pot convictions or their relatives, instead (of) everyone.”
